For my setup, it produces version numbers like 0.1.0-2+2.4.21_sanctum.
That "_" is, according to policy 5.6.11, illegal. You could just lose the
"tr - _" call in your rules file, and be done. With that.
Please take a look at other modules, like alsa-driver, and how they use
KVERS and KDREV.
