No. The oldest version of fte-docs known by snapshot.debian.org is 0.49.13-10 which has a changelog entry from February 2000. Until then, the package never has been mentioned in the changelog, so I assume that it's in there from the beginning (1996). What you might have stumbled upon is #798413 (see https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=798413#22) which caused fte-docs to disappear in the archive for the period between two uploads (0.50.2b6-6 and 0.50.2b6-7), so that 0.50.2b6-7 had to go through NEW.
