I have noticed yet another thing that works in systemd but not in sysvinit, so I guess it is systemd-shim issue. When using sysvinit, when I introduce an sdcard in the reader sdcard change event is not detected and no device is created by udev. It is recognised if sdcard is already present during boot or if partprobe is run after inserting sdcard. Trying to access the full device (e.g., trying to mount /dev/sde instead of /dev/sde1) fails as expected, but seems to also trigger detection for later usage. Since this works under systemd I guess there is a missing feature in systemd-shim. I am aware that systemd-shim is orphaned, so I am filing this bug report to at least have this issue documented.
