Bug#920493: vlan: missing executable bit on /etc/network/*/vlan

Confirmed, this bug is affecting various newly-installed systems running Buster. It doesn't appear to have been an issue 
before the end of last year however.

/etc/network/if-pre-up.d/vlan and /etc/network/if-post-down.d/vlan are now 
installed without the 'x' bit set. This makes vlan interfaces in 
/etc/network/interfaces useless.
