Correct me if I'm wrong, but ... anacron will run jobs after the system has been down for a while. It only needs a regular crontab entry at all so that if your system is up for more than one day, those jobs are run again. Hence it needs a regular time to run. ie your system does not need to be up at 07:30 -- that is the whole point of anacron.
