That's pretty much it. For an example,

Serious bugs in dhcp, 3 of the 4 are tagged sarge-ignore.
This should prolly affect the parenthesised count, rather
than the main count.

(I submitted a similar bug the other day, but the return
email address was screwed and the bug seems to have disappeared)
