That is not true. NEW handling is only required in the case of *new*
binary packages. Dropped binary packages should be removed by the
ftp-masters during the next cleanup run, which needs to be run manually
though.

I suggest you wait until both packages are ready to migrate to testing.
Until then the old packages should been gone. If not, you might want to
try to file a bug against ftp.debian.org.
