As with some of the other KDE Frameworks packages I've reviewed recently, there is some obsolete template information in the PO files that has some potential to cause confusion about the licensing of the files. For example, po/sq/libkxmlrpcclient5.po contains the statement "# Albanian translation for kdepimlibs". Since it also claims to be licensed under the same terms as kdepimlibs, this makes things a bit uncertain since this is no longer part of kdepimlibs, but part of Kf5.
