Ok, looking again at http://bjorn.haxx.se/debian/testing.pl?package=mozilla-firefox there seems to be a few more issues.
It appears that mozilla-firefox, mozilla-firefox-locale-de, mozilla-firefox-locale-fr, mozilla-firefox-locale-ja, mozilla-firefox-locale-tr, mozilla-firefox-locale-uk need to be hinted to go in together. mozilla-firefox-locale-it and mozilla-firefox-searchplugin-ja need to be hinted for removal. mozilla-firefox-locale-it should make it back into testing in 6 days with the new version, so that shouldn't be a problem. mozilla-firefox-searchplugin-ja doesn't have a version in unstable, so it's probably quite safe to remove.
