petsc 3.7.5 now builds on ppc64 and sparc64. slepc had been built
against petsc 3.7.4 on these architectures and now needs to be updated
(rebuilt) in order to allow dolfin to build (which is currently
"BD-Uninstallable" because of the version mismatch).
