Please unblock package celery

Fix broken depends headers. Fixes #858305.

There is also a bashism in the init.d script - see #858298. I didn't fix
this. If you think this should be fixed for testing, let me know and I
will upload a fix for this also.

Please do once celery/3.1.23-6 has migrated (either by cherry-picking
patches or using /bin/bash - the former assumes it only requires trivial
changes for stretch)
