Please unblock package dict-gcide

In the 0.48.3 upload, I messed up the build. That resulted in bug
#858875

This new upload, 0.48.4, just makes some minor build tool changes.
Specifics are: now the build does not use pristine-tar during gbp build

I have not attached a debdiff from the previous version because:
* This is a native package
* The debdiff is huge. Because of the messed up build, previous upload
  include only a subset of the dict data
