It would be useful to be able to (either manually or automatically)
associate an upload with a p-u bug report.

This would then allow, for instance, "srm accept" to automatically tag
the relevant bug as pending, possibly also presenting an editor for the
 acceptor to edit the response. (This could also be useful for parts of
#883506.)

This has now been implemented, and used in "srm accept" for automated
pending tags.
