I added that change because lintian started complaining about those, marking them as an error. Those files don't exist in the git repo master branch, as well as the -4 and -5 binary packages. Those files are included in the source tarball.
I removed Files-Excluded: since we have been moving to include the test files so that the upstream test suite can run. I'm happy to put out a -6 to add a changelog entry on this, I also have a package description update that could go in -6 also.
