Please give back therion, r-cran-rgdal & r-cran-sf with a dep-wait on libproj-dev (>= 7.0.0-2), that fixes the pkg-config issues. Once r-cran-sf has been rebuilt successfully r-cran-lwgeom should built successfully too. openorienteering-mapper should build successfully now that gdal has been rebuilt with PROJ 7.
