This is a mini-transition for pmix.
The new pmix (pmix3) is in experimental; one further change is needed to add
Breaks/Replaces before an unstable upload,
(as libpmix2 and libpmix3 unfortunately conflict in one lib they both provide
internally).
There is one reverse dependency - openmpi - which needs changes to work with
pmix3.
This is done and ready to go in Git.

Upstream delayed the transition indefinitely - v4 does not involve a
transition, so i'm closing this bug.
