Please unblock package slirp4netns

Upstream author Akihiro Suda has reached out to me privately
about the slirp4netns package in Debian. Among others, he
(rightfully) pointed out that ipv6 is not working in the current
package due to an oversight. The remeidy is an easy to review pathc

[ Reason ]
Fix an oversight that restores ipv6

[ Impact ]
Users of podman, buildah, etc. that want to run rootless will get
unpleasently suprises when they try rootless networking that involves
ipv6

[ Tests ]
There are no automated tests

[ Risks ]
The patch seems trivial and safe. A non-functional slirp4netns has the
risk of breaking rootless podman.
