I'd like to perform an oldstable NMU upload in order to fix #908623 and #932711:

The ieee-data package ships a script (update-ieee-data) which queries
ieee.org to download the most recent dataset and save it to
/var/lib/ieee-data/
This script broke for stretch and earlier releases at the end of 2018
and I'd like to fix it by pointing the script to the correct URL
(which is the one used on buster and bullseye).

This is the only functionality of the script, so it will stay fully broken.
[ Tests ]
Manually tested and confirmed that the correct data got saved to
/var/lib/ieee-data/
[ Risks ]
Since the script is not working anymore, the only risk involved is
related to getting the wrong data and corrupting the existing contents
of /var/lib/ieee-data/. The probability of this happening is lowered
due to the script changing to an URL from the same domain, connecting
through HTTPS, and considering this is the same URL used for buster
and bullseye.

The Release Team haven't managed updates to stretch since it moved to
LTS almost a year ago. If you'd like to update the package in stretch,
please contact the LTS team to discuss that - see
