Additionally, the debdiff you've attached is for the upload to unstable, not an upload to stable (which would either be 1:4.17b+svn13454~dfsg1-6+deb11u1 or 1:4.21f~dfsg1-2~deb11u1, depending on whether it incorporates or replaces the stanza for the unstable upload).
