Please setup a transition window for python 3.10 as the default python3 version.

Thanks to many Debian and Ubuntu developers, this transition is now finished for
Ubuntu, and outstanding bug reports should be filed as

We had to remove at least numba from testing/release, as it requires updated
dependencies as well, which are not yet in unstable.
