We don't need every package using libsoup2.4 to move to libsoup3, only
the ones that get an indirect libsoup3 dependency from one of their other
dependencies. libsoup2.4 and libsoup3 are like GTK 2/3/4: they can be
installed at the same time, as long as each process only uses one of them.
