mpi4py 4 (4.0.0-6) requires dependent packages to rebuild in the case
where package accesses it through python extensions built via cython,
rather than through the standard python interface.

I filed this binNMU request for fenics-dolfinx, but for convenience I
have also listed dolfin here, which needs a binNMU for the same reason.

pyzoltan is also affected but needs source updates (Bug#1081631)
