The soversion of libspdlog is now bumped to 1.15. A transition is needed,
after which we can start the libfmt10 -> libfmt11 transition.

aron has run ratt against 1:1.15.0+ds-1~exp1, most dependencies are good.
There are two failures, sopt and purify, both of which seem trivially
fixable. I will submit bugs against them soon.

Nothing depends on the library package (at least not in testing), so I'm closing the transition bug as there's little for us to do. Feel free to upload at will, given one of those two bugs is already fixed and the other is trivial.
