 Can we switch between two mounting strategies?  The default would be
 the current one, and USB images would set a value at boot time to
 switch to a label or UUID based mounting strategy.
   Or perhaps expose the two strategies in all cases and document that
 people with SCSI devices might pass mount=by-label on the kernel
 command line when rescuing from USB?
