#1108992 triggers autoremoval, which is prevented by #1109389 fix.
The package can migrate automatically but full freeze is going to
happen before that.

opendnssec will have to stay in the archive if this is not unblocked.
With this unblocked, we can get rid of it.

The proposed change eliminates an unnecessary Build-Depends.
The package has kept building.
