(that's a benefit of a non-smooth transition).
Indeed, octave-statistics 1.7.5-3 depends on octave-abi-59 (provided by
octave 9.4.0-1, currently on testing), while octave-statistics 1.7.5-4
depends on octave-abi-60 (provided by octave 10.2.0-3, currently on
sid).
Whatever might be going wrong in debci with that should be checked when
debci is available again.

Version 1.7.5-4 of octave-statistics passed the autopkgtest:
