Ah. I think I see where the confusion is, although I'm not quite sure how it arose, if so. The "N" value in "debVuN" isn't related to the point release that an update is expected to appear in. Rather, it's a monotonic counter of the updates to the package within the Debian "V" stable release, and thus always starts at 1 for any given package's updates within a given release.
