GDAL 3.12.0 bumps its SONAME requiring a transition.

Most rdeps built successfully as summarized below, several were fixed between 
beta1 & rc1.

paraview (5.13.2+dfsg-3) FTBFS due to VTK 9 (#1114253).

The new gdal migrated to testing and the old was removed which also allowed the 
removal of the old armadillo.
