Dear Release Team,

I would like to request a transition slot following SONAME bump
of the libgclib from SOVERSION 3 to 4.  This should be a pretty
small transition, given that I identified only two reverse
dependencies, gffread and cdbfasta, none of which looked to have
obvious issues with the new library version so far.

The libgclib4 package is already available to experimental and
has cleared New.  I have verified reverse dependencies built
alright against the new libgclib.  However, I am still in the
process of ensuring that the package builds properly in forky
for all release architectures; if all goes well, I will have my
build results tomorrow morning.
