It seems that the code in britney2/policies/policy.py that logs that line assumes that the code block above would have added a piece of info to the excuses, but clearly the ordering of the signed-by information may come in any order, so that's not guaranteed. I guess the block that does the logging could just add an additional excuse (potentially multiple times). I don't think it's worth the extra complexity to add code to ensure only one excuse about this situation is emitted.
