I personally don't like the idea, but if there's a majority of the project that thinks this is a good idea, who am I to object. I've always been against strong package ownership by default, I think there's a big class of packages that are fine to be maintained by the "Debian QA group". So I think this would need a bit of consensus creation and documentation. In my opinion including how then to maintain packages with weak ownership.
And to get it straight, I'm assuming a lot. What do you want to achieve (and can't you achieve it with existing tools like RC bugs)?

From the above, no. Maintainer field is already available in the Sources file.
