[Since I don't see a 'testing' pseudo-bug, CC'ing -devel.]

In playing around with rebuilding all of sarge, it seems that a bunch of 
packages were wrongly migrated to testing when they declared a versioned 
build dependency on debhelper. A quick search shows at least the following 
have a build-dep on a version of debhelper greater than the one currently 
in sarge:

aalib,afterstep,anon-proxy,apt-listchanges,base-config,calamaris,dbh,
doc++,dwww,fig2sty,geneweb,language-env,libclass-trigger-perl,libggz,
libhtml-fromtext-perl,liblingua-en-numbers-ordinate-perl,
liblingua-preferred-perl,liblog-tracemessages-perl,libsort-versions-perl,
libterm-progressbar-perl,libungif,libungif4,mailx,manpages-pl,
mhonarc,nedit,patchutils,pbuilder,penggy,pipenightdreams,python-logging,
rlinetd,saml,slrn,smb2www,soap-lite,super,sysstat,tpctl,upx-ucl,
welcome2l,xerces-j,yardradius,zope-cmf,zope-cmfldap,zope-cmfworkflow,
zope-ldapuserfolder,zope-parsedxml

Therefore all of these FTBFS from inside of sarge.  It would be nice if
debhelper versions were considered for migration in order to help towards
having a build-closure of testing.

It turns out that there was a flaw in the original code. It would fail to block migration if the to-be-broken package in the target suite was already fixed in the source suite. I have fixed that in commit 9843775 and now I consider this bug done.
