[ Reason ]
Fix FTBFS on single-cpu systems (Bug #1108053).
Fix FTBFS on Salsa CI. (Bug #1094260).

[ Impact ]
Anybody trying to build the package from source on a system with 1 CPU
will unexpectedly find that the package fails to build.

[ Tests ]
I've tested that the fixed package builds ok again.

[ Risks ]
Very low. The changes are conditionally skipping three tests for the single-CPU
case,
and another one for flaky test in Salsa CI. There are no real code changes.

[ Checklist ]
[X] *all* changes are documented in the d/changelog
[X] I reviewed all changes and I approve them
[X] attach debdiff against the package in (old)stable
[X] the issue is verified as fixed in unstable

[ Changes ]
See d/changelog. The changes in salsa-ci.yml are documented in salsa itself.

[ Other info ]
(Anything else the release team should know.)
