The clamav update changes the so name from libclamav11 to libclamav12.
This affects the libclamunrar package which needs an update to
libclamunrar12.
This update aligns with the package in Trixie.
The update changes the rust dependency from rustc to rustc-web (among
other rust related dependencies such as cargo) because the Bookworm
version was too old and rustc-web is recent enough to get the rust bits
built.
I do not include a debdiff because it is huge, 110MiB.
