As I said this is implemented in the dashboard ranking system.  You just
need to do it.

I'm not a member of the team but I can perfectly imagine that these packages
get preference soon.

I think it is fine if you either sent a list to thie dfsg-team email ... or
just try making the ITP bugs blocking the transition bug to see how it works.
