Hello,
This bug is quite annoying, since an uninstallable package is
something you don't want to encounter in the latest stable distribution.
Strangely enough, it seems the binary package was just built on the
wrong distribution in preparation of the 4.0r1 update, because
building it from source on etch seems to produce a working binary,
with 'good' dependencies:
$ dpkg-deb -I mpop_1.0.5-1etch1_i386.deb | grep Depends

I'm CC-ing this to the debian-release list to see if anything can be
done to unlock this situation.
