I guess that for some reason tomcat5.5 5.5.20-4 didn't manage to migrate to testing in time for the release, either. If you can verify #401713 happens in stable, you'll want to talk to its maintainers so that they prepare an upload to s-p-u containing only that fix, and send a proposed debdiff to this list for approval and later upload.
