I have another idea: let giflib build a dummy package libungif4g that depends on libgif4 and version the `Conflicts' and `Replaces' of libgif4 on libungif4g. That way libgif4 could work around the lack of versioned `Provides' in dpkg, and there's no hurry to update all packages build-depending on libungif4-dev immediately. Does that sound reasonable?
