It is not, running HOME=/fake debuild -us -uc builds just fine on my host. Moreover in the past it already happened (only on mipsel) http://buildd.debian.org/fetch.cgi?&pkg=lua-svn&ver=0.2.5-1&arch=mipsel&stamp=1192380641&file=log But a later attemps was successful...
