Also, going through the list on http://ftp-master.debian.org/~adeodato/ood_excuses.html , it seems that on some arches, nobody is requeueing the failed builds. Couldn't we partially automate that, like automatically requeueing each (package,version) once? That would put some additional load on the buildds, but will also save a lot of manpower.
