xml-security-c 1.4.0-3 drops a Suggest for a package that no longer exists (upstream did not include API documentation in their 1.4.0 release, so there's no longer a separate doc package). Resolves a debcheck inconsistency error from the dangling dependency. (There's also a typo fix in the previous changelog entry.)
