Looking at the source, I don't think the newer ExtUtils::CBuilder version is really needed, and trying to build it with just the perl-modules one seems to confirm this. (In fact, it looks like there's no point in having the newer libextutils-cbuilder-perl as a separate package at all, judging by the upstream changelog between 0.21 and 0.24.
