So in general you should be aware that the release team needs a package to be built and uploaded on all architectures before it can move into testing (either normally or forced). You can see this here: https://buildd.debian.org/pkg.cgi?pkg=xz-utils When you make a new upload, the previous version is no longer a candidate and the wait for all architectures to be in sync must restart. Therefore, each time you (or your sponsors) make an upload before a successful testing migration occurs, you are choosing to delay this process.
