it seems arpack was built in an unclean chroot and now forces the
installation of libatlas3gf-base on amd64; in contrast on i386:
libblas3gf | libblas.so.3gf | libatlas3gf-base
nmu arpack_2.1+parpack96.dfsg-3 . amd64 . -m "Rebuild in a clean chroot, to
pick the correct blas dependency"
