IIRC, Atlas loops over series of build/test operations to find the set of compilation parameters (including CPU extensions to use) that suits best the machine it is running on. It is also able to take a set of pre-computed parameters and simply build using them. Unless this behavior has changed significantly (my Atlas knowledge being outdated) I think the source package should contain pre-computed parameters for each of the architectures and sub-architectures it can build on.
