I asked Colin Watson about this problem and he told me that openssh hardcodes its own PATH. Also, Bug #571086 says that dropbear does not use login at all. So, the idea of "dropping PATH from /etc/profile and relying on /etc/login.defs" is currently flawed and will not work at this point.
Follows changelog: base-files (5.9) unstable; urgency=medium * Changed /etc/profile so that it defines PATH again. Closes: #571086. We will have plenty of time to discuss about this after the release of squeeze, but for now, this is the safe thing to do.
