So far as I can see, this would resolve build issues for the package on amd64; this isn't a regression for the archive, however, as there are no amd64 mknbi packages in Debian. In fact, despite the changes in mknbi 1.4.4-2 last year, the buildds have never attempted to build it on anything other than i386, as the package is in Packages-arch-specific.
