Thanks! Those are my thoughts exactly, I definitely agree that builds should be reproducible. In this particular instance I asked the question because it was an extra change since the version in testing; had I removed the dependency I would have disabled jack support in the call to configure as you suggest (and re-enabled it for Wheezy).
