Maintainers should read debian-devel-announce. That's where such announces are made. It was even relayed on debian-news, several blog posts, planets and newspapers… Besides, the message you quoted just says that we are frozen. Anyway… if you want us to release fast, please help us to fix some RC bugs :) That way, acetoneiso will be able (again) to migrate to testing.
