I don't think you can modify the site without logging in but anyone with a login can modify (with normal moderation) the Debian project releases/settings. In addition there is one working login listed on bugmenot (the top one). Unfortunately the openid login requires you to create an account first. tarzeau is Gürkan Sengün and is on the OFTC IRC server as 'tarzeau'. I and probably quite a few other DDs also have a freshmeat account so you could ping me and or #debian-devel about it if you don't want to register an account or login using the bugmenot one. The moap command-line tool appears to be able to publish releases to freshmeat, I haven't tried it any time recently though. There is also the WWW::FreshMeat::API module but that doesn't appear to be packaged yet.
